Job Description
DEPARTMENT: Lighthorse Police
Job Title: Police Officer (Patrolman North/South)
General Definition: The incumbent is assigned to the Chickasaw Nation Lighthorse Police Department. Duties include conducting patrols of the Chickasaw Nation facilities to enforce laws and provide protection for individuals and property within the Chickasaw Nation properties, trust land, and or restricted land allotments.
The incumbent independently performs complete police and investigative work, carries out the successive steps, and handles problems and deviations in accordance with instruction, policies, training, or accepted practices. Independently initiates appropriate interaction with federal, state, and local agencies to obtain information and or assistance in accomplishing assignments. If the case appears to be unusually complicated or controversial, the supervisor provides specific advice and guidance in problem area. Completed works, including investigative reports and files, are reviewed for technical soundness, completeness, and conformity to program requirements.
Supervision Received: Under the direct supervision of the Patrol Bureau Captain.

Duties of the Position:
1. The incumbent responds to calls concerning, emergencies such as traffic accidents, narcotic violations, altercations and misdemeanors under federal, state, local, and Chickasaw Tribal laws; Investigates, arrests, and detains all persons charged with criminal violations.
2. Maintains law and order within the area of assignment by patrolling in a patrol vehicle, investigating suspicious situations, and taking action as appropriate.
3. Perform assignments such as working radar on highways, participating in night surveillance in high crime areas, and participating in traffic and crowd control activities.
4. Make arrests in cases of misdemeanors personally witnessed; transports arrested individuals to the appropriate authority for booking of formal charging; serves federal, state, local, or tribal warrants, subpoenas, or other court documents; testifies at hearings as a witness in federal, state, local, or tribal courts as required.
5. Incumbent will aggressively enforce all laws and regulations within his/her authority related to possession, use, distribution, trafficking, and manufacture of controlled substances.
6. Ability to administer first aid when necessary, including Cardio Pulmonary Resuscitation (CPR), and other equipment and techniques as appropriate.
7. Serves as training officer as directed, providing indoctrination and instruction to tribal and contract law enforcement personnel.
8. Performs, often independently, investigative work that may extend from several days to weeks. Such investigative work is frequently undertaken due to remote crime scenes.
Knowledge Required by the Position
1. Comprehensive knowledge of police methods, procedures, and techniques used in police work such as investigation of misdemeanors and minor felonies, traffic control, crowd control, and unarmed defense procedures.
2. Practical knowledge of standard procedures used with criminal investigations and analytical methods, principles, practices, and skill in applying this knowledge to conducting long-term investigations.
3. Thorough and complete understanding of the applicable Federal, State, local, and Chickasaw Tribal laws and customs; fish and game laws appropriate to the location; jurisdictional laws, rules, and relationship in Indian Country (the area served and differences with respect to other States and tribes); and laws applicable to specific areas, incidents, and individuals.
4. Skill in obtaining information by thorough questioning of individuals, searching records, and use of other means to locate and apprehend suspected criminal violators.
5. Knowledge of proper law enforcement procedures, including methods of searching, seizing, arresting, and self-defense.
6. Thorough knowledge of the Constitutional protection afforded individuals including rules concerning search and seizure, questioning or arrest; the difference between felonies and misdemeanors and between criminal and civil laws; and the procedures for handling suspects.
7. Thorough knowledge of the basic principles and techniques of investigating; skill in conducting interviews and interrogation techniques; recognizing, collecting, and preserving physical evidence; detecting discrepancies in information; dealing with emergency situations; and preparing reports.
8. Ability to analyze, evaluate, and organize information for the preparation of oral and written technical briefings and reports.
9. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a unit.
10. Skill in utilizing the various law enforcement, social services, and tribal agencies in the prevention of crime.
Training and Experience
Bachelor degree preferred but not required. A minimum of two years specialized experience in Indian law preferred. Must have completed or be willing to attend and pass the 16 week training program at the Indian Police Academy located in Artesia, New Mexico or the Council on Law Enforcement Education and Training in Ada, Oklahoma. Must successfully complete training as a requirement to maintain employment. Experienced officers may apply for waiver, depending on experience and relevant training.
Licenses and Certificates:
The incumbent is required to operate a motor vehicle in performance of work. Must be a capable and competent driver with a good driving record and possess a valid state driver’s license. Must have and maintain a clean record with no convictions for felonies or qualifying misdemeanor crimes of domestic violence which would prohibit receipt or possession of firearms or ammunition, and misdemeanors in any jurisdiction that do not categorize serious crimes as felonies. Must be able to pass a full background investigation and obtain and maintain a Bureau of Indian Affairs commission upon employment.

Participate in or provide oversight of major or routine legal actions as assigned. Perform all administrative and management functions which are required as a Director including staff management and strategic planning.

Essential Job Functions:
MINIMUM QUALIFICATIONS
Possess a Bachelor’s Degree in any field and a juris doctorate from an accredited
law school.
· Must be able to effectively manage and motivate a highly educated staff and be able to manage multiple priorities and pressures.
· Must have excellent, interpersonal skills, exercise sound judgment, discretion in problem solving ability with little or no oversight and exhibit strong academic abilities and excellent writing and oral skills.
· Must have the ability to appropriately interact with tribal leaders on national level issues, projects, or committees.
· Requires confidentiality and a high level of sensitivity for working in a tribal and political environment.
Training and Experience:
· Be a graduate of an accredited law school.
· Requires a minimum of 8-10 or more years of experience in the practice of Indian law.
· Requires a minimum of 5-8 years of experience as a supervising attorney.
· Have a good working knowledge of and familiarity with commonly used concepts of federal Indian law and Chickasaw law.
· Possess expertise or experience in most if not all areas of Indian law including: Chickasaw law, Federal Indian law, Indian Health Service, Indian Child Welfare Act, (Chickasaw Nation, OK, other states) adoption, environment and natural resources, minerals and land management, criminal law/law enforcement, housing, public relations, self-governance, probation services, community service projects, gaming, dispute resolution, NAGPRA, taxation, HIPAA compliance, defense of subpoenas, compact negotiations and intellectual property.
· Possess excellent overall management skills related to administration of a legal department office, budget and support staff.
Licenses/Certifications/Other:
· Must be a member in good standing of the Oklahoma Bar Association
and maintain relevant professional memberships.
· Must be a member of the Chickasaw Bar Association or be able to join within thirty (30) days after employment.
